Two Cars in the Class A path on Tillary St.

I was in a rush so I didn't photograph the second offender, but I spotted these two in the Class A path on Tillary St. yesterday morning. This happens alot duing the morning rush - and I think it may because many people are dropping off passengers at that relatively new Cesar Pelli building used by the CIA. Then they make a left to go down the Class A path instead of backing up and going down the street.

Is it just me, or do you get the feeling that the judges whose "private parking" was disrupted to make space available to everyone think, "How nice - a wall to protect my parking spot."
I see cars parked here all the time. I'd love to see something simple, like an orange plastic bollard on the centerline.
