Cop on Clinton for atleast 30 minutes

I took this photo on my way to take care of my sister's cat...and shot another photo upon returning at least 30 minutes later...
What was this cop doing for so long?

I have seen a cop car parked illegally in that same spot on other occasions. He/she must live near there?
