He has 6 unpaid traffic violations with a total of $420 but none for standing on a bike lane! Does this get ticketed at all?

Yes and more often then you realize. You won't see alot of summons written for the bike lane but instead most cops write the summons for double parking. Double parking summonses are looked at by the big bosses at something called traffic-stat and bike lane summonses are not as important to the powers that be.
