This truck is performing work that requires a bucket truck. Where would you like them to put this truck that would allow them access to whatever they are working on? I don't see any alternative in this situation.
Even if their business there was legit, which is unlikely, they are obligated to post appropriate warning signage. It's pointless to argue what the law is. It's written, on the books, and on public record, for all to see. It says the same thing no matter how you look at it. Not that difficult.
