Had the chance to park completely out of the bike lane but failed to do so while parked here for 12 minutes.

See. now this one I will give to you. The street's empty and still they don't park by the curb, yes, they made a poor judgement call.

Notice also parked in front of a fire hydrant, even when plenty of space.

Yes, but you can't see if anyone is in front of them. The T-Mobile is the customer.
