This seems to be the pattern. People park in front of a fire hydrant (like in this shot) but in order to make themselves feel better about it, they park a few feet away from it out into the bike lane. Seems to make them feel better, though I can't see how it makes it any less illegal or any easier for the fire department to gain access in case of an emergency.
