This guy was after the parking space that was freed up when the truck let out the parked car in the last post. He was so determined to get it that he was afraid to pull up ahead of the truck and back into the space on the chance that someone else might slip into it from the rear. So he just sat there in the bike lane giving no indication what he was going to do.
