Illegally Parked and Idling RCN Van

I told this guy he had to park elsewhere and stop idling, and he just looked up from the paper he was reading and laughed. Saw him coming and going, so he was idling at least 20 minutes. Under New York City law, trucks may not idle for more than 3 consecutive minutes, except (1) when the engine is powering a loading, unloading or processing device; or (2) when the vehicle is a legally authorized emergency vehicle. Penalties for violating the City idling law range from $250 to $875. The New York City Department of Environmental Protection

This guy was clearly violating the law, reading his paper, eating his breakfast, and keeping warm for 20 + minutes by idling the engine. Of course, he probably doesn't care if he is ticketed for idling, since he's already got $4,015 in unpaid tickets.
