Everyday there's a USPS truck parked right in the middle of the bike lane on 9th Avenue and 15th Street in Manhattan. I stopped once before Christmas and asked him not to block the lane. The driver gave me a story about how he can't park at the curb because there are always cars parked illegally there.
Doesn't seem to be the case today. Unfortunately there was no one around to complain to this time.

So out of habit, he parks next to a hydrant, blocking the bike lane. Sheesh!

I've spoken to the driver twice before and he has dramatically improved his behavior. Most days he no longer parks in the bike lane but in the zigzag stripe as seen in your photo. He has deliveries to make to this post office and we have to accept that. I don't accept his not parking at the curb when possible--which as we see here he could have. But at least he has listened and improved--unlike so many other offenders on this site.

Glad to hear he's responsive at least. I was polite the time I talked to him; just trying to convince him to park three feet farther out into the striped zone so he could unload safely still and bikes could get past him. At least the way his was parked on this day allowed bicyclists to swerve on the inside of him and not have to cut out into traffic in the dark.

I saw him again yesterday morning and observed he was properly parked in the striped zone. He has huge carts of mail to deliver and a tough job to do. We should be pleased that he has graciously met our requests and even on cold winter mornings he now recognizes that we want him out of our bike lane.
