California, Minnesota, Connecticut and several from New Jersey made up the gang blocking the West 20th Street bike lane yesterday morning during alternate-side parking/moving hour. New York City could stop out-of-state motorists from getting endless free parking by starting a permit system similar to San Francisco's. You pay a nominal annual fee for a sticker that allows you side street parking. The catch is that your vehicle must be registered in state. This would make a HUGE difference towards the mayor's congestion pricing goals, and get beastly out-of-state drivers out of our bike lanes to boot.
