City Tows Scofflaw But Apparently Lets Him Reclaim Car Without Paying Tickets

I don't get it. According to DoF, this guy was towed on Nov. 1 at a charge of $538.40. However as of today he has outstanding tickets from prior to Nov. 1 listed as "In Judgment-Hearing Complete." In other words, it appears that he was not forced to pay his outstanding tickets when he went to get his car at the tow pound. Is it any wonder he has racked up additional tickets after being to0wed on Nov. 1 and is sitting here in the bike lane? Do they call this enforcement???

Note that any violations listed as owed on the Finance website may have been paid in the past four weeks—Finance specifically has that disclaimer on its website.
