Scooters Using Bike Lane and Buffer as a Travel Lane

Scooters love to use bike lanes. These guys were traveling in the the bike lane, but pulled into the buffer as I snapped the shot. Even in the buffer, these guys create a danger in this spot, since it is one of the places where the designated runners path is separated from the roadway by a curb and therefore all the runners shun it (because it is full of bovine tourists) and run in the bike lane instead. So you've got two-way jogger traffic as well as bikes in a single 5' lane. We don't need motor scooters in the lane/on the buffer as well.

Notice in the second shot how the fellow in the back cleverly bends his license plate so it is unreadable.
