I sympathize with this guy--the double-parking parents opposite the bike lane has forced him to enter the bike lane. But by NYC law, even in this scenario he may not enter the lane "in such a manner as to interfere with the safety and passage of persons operating bicycles" in the bike lane. 34 Rules of New York city, Section 4-12 (p).
