Talk to the local precint?
Complain to the bank, put videos on youtube, email consumerist.com, threaten the bank with web ammunition?
Stage a bike lane bike-in?

Call 311 or even better find the local traffic agent, who will love to write multiple tickets in this location. Then the branch manager might get the clue to put a sign on the door that reads "Warning! You will be ticketed if you park in the bike lane." Probably only after 10 customers complain to the branch manager will this happen.

$655 in tix, though none in the bike lane. We've got to make the TEA understand that they can give guys like this TWO tix, one for double parking one for blocking the bike lane.
