Looks like this guy was trying to do the right thing, but failed.

Over $1100 in unpaid parking tickets.

I would give this guy a pass. Yeah, if you decide to pass him in the bike lane you have to slow way down to deal with the dooring risk, but bike lanes always present a dooring hazard from the left, anyway.

Of his $1100+ in tickets, one stands out:
09/10/2007 IMPROPER REGISTRATION
In other words, this guy is illegally operating a commercial vehicle (perfectly obvious from the photo).
Somebody needs to call the police and get this guy off the road.
Any takers?
