I give this guy a pass, unless he's just cooping there. I see this bus about every other morning and the driver is very protective of the kids; he unloads with the bus diagonal on the street just to make sure no cars get by.
BTW how many of you folks stop your bikes for a school bus with the stop signs out? We are required to.
I almost always do - and when I do pass, I make sure it as ABSOLUTELY safe - I think as cyclists, being MUCH smaller and exposed, should be able to make this decision but only when we are completely aware - and the cyclists should come to a complete and total stop first.

The driver was just sitting there. No kids, no stop sign extended.
