I had a question of general protocol on mybikelane. My gut feeling is that a utility vehicle gets a pass if it's actually doing something, like digging up a stret or fixing a gas main or something. Uniform Manual of Signs and Signals mandates they should have cones or flags or something so drivers and riders know in advance something is not going to move out of the way. What's our feeling on this one?

If they are actually working on or under the street, I definitely give them a pass, though I don't like them blocking a lane if unnecessary. Here are some posts of my dealings with a road construction crew that was doing some digging near the bike lane:

This guy looks like he's parking in the bike lane, instead of double parking on the other side, because it saves him a few steps. No pass for him. :)

Ill never post a vehicle if its involved in legit street work.

These midtown express vehicles are making house calls, not road repairs.

I called the company home office in Ohio. They have NY vin specific Insurance through Liberty Mutual in accordance with NY Law. They are in no way commiting insurance fraud. Not exactly sure how you are getting at "fraud" in the first place. Also asked why registered / plated in OHIO. When vehicles were purchased they were located in Ohio. As renewals come due will be registering them in NY. Makes since to me.
