Picking up in the bike lane

This is certainly not the best place to pick up handicap riders, nor is it a good place to park.
This was also one block up from the string of cars I just posted.

This guy is ALWYAS using the bike lane...he sometimes rides right behind you real close until you cross Cadman Plaza, then he waits in this illegal spot
