The hand on the firearm is for weapon retention. These people are responsible for transporting large quantities of cash and valuables on a daily basis. Cops have been shot by their own guns, you don't think a criminal would try to get the security guards gun off of him?
RatherBeBiking, until you work as an armored car guard you should not judge their tactics. How can you say that there was no threat? Do you know if there have been attempted robberies of armored cars? Do you know if the guard observed something that suggested they may be a target? Do you know if Brinks or Dunbar (or whoever) have information suggesting a certain store to be a target? I doubt that you do.
If you've ever watched the NYCTA revenue collection folks, you'd notice that they often do these same things. Why? Because there are criminals who like to steal.
Easy there tiger, it's not a big deal, maybe if I had suggested he be fired for it or posted his image here... Just the fact that he was laughing and talking to his friend sitting in the back of the truck gave me the impression that there was no threat that required his gun be un-holstered.
Besides, I wasn't criticizing them for walking around with their hands on their weapons while holstered - I understand that this is for safety reasons.
Even if it isn't illegal to be walking around unsnapped (it is certainly against the law for it to be unsafed), it is against everything one is taught when learning how to use a gun. Your gun is safed and holstered no matter what until there is a danger. And if you're just standing with your gun in hand making no move to respond to a supposed threat, you are not responding to a threat. If you suspect a threat, by all means draw and protect yourself. But the second you see there is no threat that gun is SAFED AND IN ITS HOLSTER. That thing has up to 15 people's lives inside it, it is not a baton to wave around every time you have even the slightest indication that trouble might be afoot.

If you see these guys they think they are cops and love to walk around with their hands on their holsters.

Even worse, I've seen one just holding the gun outside it's holster - standing there - no threat!
