Doesn't a bike lane usually have two white lines? One is either missing or has been worn our or paved over. I can't fault a car for parking in a bike lane when the bike lane has not been maintained. I'm not sure who is responsible for that, but I knwo many bike lanes are worn out and need to be repainted, especially the Dean St. Bike lane in Brooklyn between 3rd and 5th aves.
There's a big chunk on Broadway between w.56th and w.57th (not totally sure where) that's so torn up that I don't bother documenting those who park in it.

BTW-They have started repainting alot of bike lanes in Brooklyn (Crown Heights/Prospect Heights in particular).

You can get the lane restriped pretty quickly if you report it. DOT is reponsive on this.
