BTW, this exact truck tried to hit me today in the bike lane on Clinton. He veered in to park and nearly crushed me. I smacked on his truck and he veered back out into traffic. As I passed, he pulled back in to park in the bike lane.
The address clearly indicated on the homepage of this Manhattan based 3rd party cable installation service indicates that it is based in NYC. As well as their direct statement on the homepage "Based in Queens City, NY, we provide experienced, reliable and well-trained manpower to Time Warner Cable in New York City and its surrounding burroughs."
By their own admission, they are committing insurance fraud.
Some more research shows that although Midtown Express is based in Queens, the parent company is Cable Express, based in Ohio. In 2006, Cable Express was bought by Dycom Industries of Palm Beach Gardens, Florida. A WHOIS search of midtownexpress.net turns up Dycom Industries Inc of Palm Beach Gardens, Florida as the domain registrant.
So, the question is this: can a Ohio company doing business in Queens register its vehicles in Ohio even though they are being used and are based in Queens?
I called the company home office in Ohio. They have NY vin specific Insurance through Liberty Mutual in accordance with NY Law. They are in no way commiting insurance fraud. Not exactly sure how you are getting at "fraud" in the first place. Also asked why registered / plated in OHIO. When vehicles were purchased they were located in Ohio. As renewals come due will be registering them in NY. Makes since to me.

tterca - Choose the first item in the drop-down: "Parking Tickets". Then search by plate #, not ticket #.
