You'll need to lobby the TLC for all of these taxi violations to be addressed. From what I understand, passengers are required to enter and exit the taxi from the curb side of the taxi. How do you propose that people hail taxis if the drivers can't pull close to the passenger?
Prospective passengers shouldn't be hailing the cab into the bike lane. Until that stops, cab drivers should be safe, responsible, law abiding citizens and not pull into the bike lane.
And then when the cab stands on the other side of the road to pick up a fare, the passing motorists will be forced into the bicycle lane. If you read the NYC Traffic Rules you'll find that motorists can drive in/on the bike lane if there is an obstuction in the roadway that leaves less than ten feet of usable roadway. Would you rather a stopped taxi cab in your lane or a 2 ton projectile traveling at 40 mph? I'll take the taxi cab.
Definitely rather have a car pass through the bike lane then a parked car in the lane. With a car passing through the lane they are forced to observe the rules of the road and pass safely. While parked in the bike lane I'm forced to dodge into the street which is illegal for me, illegal for the parked car, and unpredictable for the drivers who must deal with my forced erratic behavior. I rarely see cars doing 40mph on a bicycle lane street. Generally my 20mph is the same or faster than the moving cars. A parked car (or doors of parked cars) are significantly more dangerous than cars going close to my speed predictably.
Do you bicycle in this city? Your comments never make much sense.
Yes, boxwood, I do. Do you bicycle outside of Manhattan? This city actually has 5 boroughs. There are bike lanes all over this city. Motorists in Brooklyn usually drive faster than 20 mph on roads with bike lanes.
Good to know there is a cop who bicycles in this city. I am surprised you are unfamiliar with the lanes by the Brooklyn bridge, but as you know, the city is large.

It seems to be entirely illegal to pick up passengers from the bike lane side of a street.
