Driving down Grand Street the other night I determined that the portion of the bike lane in Little Italy is all but useless without adequate police enforcement. Double parking was rife on that street before, and unless there are ongoing ticket blitzes designed to change behavior, the bike lane will remain clogged with cars and cause a dangerous situation for cyclists thinking they have a right to the lane. I had to drive in the bike lane several times because of the double parking.
