car in the bike lane

$387.89 in unpaid tickets. He seems to have a problem seeing fire hydrants, because he has a penchant for parking in front of them and then not paying the fine for 3 years.

Tow the bastard.

Too bad it's a police car. We can see the dash light through the rear window; I guess that's why you didn't take a picture from the front.

I don't know how to edit a post so forgive the double post...

I did a little research. That car definetly belongs to the NYPD but it only has $179.44 in fines due from one summons for a fire hydrant summons and related late fees. The rest of the money due is from a different NYPD owned vehicle, a green chevy that got a ticket in 04 for a fire hydrant. Both of these violations occured in different boroughs and it's highly unlikely that the same person was driving both of these vehicles.

a) blocking a bike lane
b) blocking a legal parking spot from being used.

That "legal parking spot" looks barely big enough for a mini-cooper.

Emergency vehicles are permitted by law to disregard traffic rules and laws when responding to and operating at emergencies. Do you have some sort of documentation that shows this vehicle not to be operating at an emergency?

If their light isn't on then they aren't responding to an emergency they are causing an emergency.

Their light isn't on because they already arrived. Perhaps they got out of the car to take action at the emergency they were called to. Police usually turn off the car and lock the doors when they get out, even at emergencies. Police also don't always use lights and sirens to respond to emergencies. There are times when a silent approach is a better tactical choice.

I thought the lights are to signify that traffic laws are being broken and other drivers (riders) are expected to be extra careful. Clearly the emergency isn't over. They are sitting in a bike lane. If a police car were sitting in the middle of an intersection they would have the lights on. Why no common courtesy here?

When they turn off the car the lights don't stay on. If the car was stopped in the middle of an intersection I imagine that the officer would be near by and not concercned about the car being stolen. Yes, people steal police cars and they steal items from inside the car. As I already stated, police cars are turned off and locked when the cop gets out. Is he inside a store or residence where somebody called 911 after being robbed or assaulted? Are they chasing somebody? We just don't know from this picture.

I hope when you call 911 because somebody just broke into your apt the officers spend extra time looking for a better parking spot.

I would expect nothing less. If my apartment gets broken into I'd pray that the responders do not put people's lives in danger over my personal property.

This conversation seems to be going nowhere constructive, so lets everybody chill out a bit.

Sometimes cops park in the bikelane when there is not an emergency. They are being assholes when they do this. Sometimes they park in the bikelane when there is an emergency. They are justified to do so in those occasions. Guessing what is happening here is speculation, so lets just drop it.
