I wish we could see the rest of the roadway. Perhaps there was a double parked car on the ride side that forced this truck into the bike lane or even a bicylist riding on the right side and the driver had to swerve to avoid the bicycle.
As someone in the know who finds photo documentation insufficient to put pressure on this problem what would you recommend instead. Should I call 911 every time my life is put in danger by these drivers?
There tends to be a lot of road rage involved but I normally start by trying to talk reason. I have been assaulted (i.e. fist fight) several times for trying such an approach. I once was even attacked by an under cover police officer driving up the divided Tillary bicycle lane. Luckily a federal marshal restrained the officer until more police arrived to drag him away.
I'm always relaxed. I just snap a picture because it seems like a positive, non-aggressive way to deal with the situation. When the driver jumps out of the car and screams at me I calmly explain the situation. The first physical attack I encountered was the police officer who ran up and punched me hard in the chest knocking me to the ground. The idiot thought he could get away with that in front of a court house. Federal marshals subdued him. My relaxed attitude made the situation perfectly obvious to everyone around.

It's 5th avenue. How could 5th avenue be blocked to force a truck into the bike lane?
