Double Parker Forces Traffic Into Bike lane

Here's a problem that will become more common now that NYC DOT is installing bike lanes on 30'-wide streets: double parkers outside the bike lane force traffic into the bike lane. In this case, the drivers, having just passed over a speed bump specicially installed to calm traffic in front of this busy school, hit the accelerator and zip into the bike lane so that they can squeeze in ahead of us. Who's more at fault--the double parker or the drivers squeaking past them? The NYC trafic regulations should be amended to give double parkers opposite the bike lane on 30'-wide streets the same fine as double parkers in the bike lanes.
