Breaking One Law to Enforce Another?

Here we find the cops camped out in a bike lane, waiting for red-light runners. I'm ambivalennt because I'd like to see the red light laws enforced, and they are routinely violated on this stretch of West End Avenue. See: http://www.youtube.com/watch?v=WNvWZWgQ2_4 .
But it seems to me there must be some way of doing this without blocking the bike lane. Plus, there was a commercial vehicle parked in the bike lane behind the cops (and behind me when I took this shot), no doubt emboldened by the example set by New York's Finest.
